- Form the Dough: Gradually stir in 1/4 cup cold water until a dough forms. Knead gently and roll out the dough on a floured surface.
- Cut Dough Circles: Using a round cutter or a bowl, cut the dough into circular shapes suitable for individual pasties.
- Prepare the Filling: In a skillet, cook 1/2 pound ground beef, 1/2 cup diced potatoes, 1/2 cup diced carrots, and 1 chopped onion over medium heat until the vegetables are tender and the beef is browned.
- Season Filling: Add 1 teaspoon salt and 1/2 teaspoon black pepper to the cooked mixture and stir well to distribute the seasoning.
