- Prepare and Brown Beef: Heat olive oil in a large skillet or pan over medium-high heat. Add beef tips and cook until browned on all sides, about 5-7 minutes. Remove beef from pan and set aside.
- Sauté Onion and Garlic: In the same pan, add the chopped onion and minced garlic. Cook for 3-4 minutes until the onion is translucent and fragrant.
- Create Sauce Base: Pour in beef broth, Worcestershire sauce, and soy sauce. Stir to combine. Add onion powder, garlic powder, smoked paprika, salt, and black pepper. Bring to a simmer.
- Simmer Beef in Sauce: Return beef tips to the pan, cover, and reduce heat to low. Let simmer gently for about 1.5 to 2 hours, or until beef is tender and the sauce has thickened slightly.
- Thicken the Sauce: In a small bowl, whisk together the flour and cold water until smooth to create a slurry. Gradually stir this slurry into the simmering sauce. Cook for an additional 5-10 minutes to thicken, stirring frequently.
- Cook the Rice: While the beef simmers, rinse the long-grain white rice under cold water until the water runs clear. In a separate pot, bring 4 cups of water or beef broth to a boil. Add the rice, butter, and a pinch of salt. Reduce heat to low, cover, and cook for 15-20 minutes until the rice is tender and liquid is absorbed. Remove from heat and fluff with a fork.
- Serve: Plate the cooked rice and spoon the tender beef tips with sauce over the top. Garnish if desired and serve hot for a fulfilling meal.
